he Ga Central Municipal Assembly (GCMA) has held a two-day stakeholders’ engagement on the 21st and 22nd of April, 2026, to present on the 2025 Revenue and Expenditure report, Budget for 2026, 2025 Plan and Budget Implementation report, and address pressing developmental challenges within the Municipality. The first session took place at The Church of Pentecost (Mt. Olive Assembly) near Anyaa Market, while the second was hosted at Maranatha University at Sowutwom.
Present at both meetings were the Municipal Chief Executive (MCE), Hon. Emmanuel Adotey Allotey, the Presiding Member, Hon. Michael Acquah, the Municipal Coordinating Director, Mr. John Owusu Koranteng, Heads of Departments of the GCMA, Assembly and Unit Committee members, and a cross-section of stakeholders including the GPRTU, Dressmakers Association, market women, Ghana Hairdressers and Beauticians Association, among others.
Providing brief insights into their respective contribution to the Municipality’s development, the various departmental heads took turns to outline the services they provide.
The MCE, Hon. Emmanuel Adotey Allotey, speaking at the meeting, emphasized the importance of the Assembly rendering accounts to stakeholders in line with the Public Financial Management (PFM) Act, a move aimed at bringing governance closer to the people. He further stressed the need to solicit ideas from citizens to aid development planning and urged all participants to be forthcoming with constructive suggestions to help transform their communities.
The two-day event featured presentations from key technical officers. Mr. Eric Yeboah Rockson, the Budget Officer, presented the 2025 budget implementation report. In his presentation, he stated that the overall budget for 2025 was GH₵ 83,163,074.88 with IGF contributing GH₵7,016,520.35 representing 8.44%, while grants was GH₵ 32,441,206.02 representing 39.01% of the budget. He stressed that the Actual revenue collected stood at GH₵ 7,016,520, with total expenditure recorded at GH₵ 32,122,132.51.
A Senior Planning Officer of the Development Planning Unit, presented a detailed update on the implementation of the 2025 development plan and outlined the proposed plan for 2026. His presentation also highlighted projects undertaken in key sectors by the Assembly including health, education, agriculture, sanitation, infrastructure, and transport.
Participants raised several concerns affecting their localities in an open forum discussion. Notable among them were the deteriorating state of roads and the consequent rise in road accidents, poor street lighting systems in the various communities at night, and inadequate sanitation management. In response, the MCE stated that a new bylaw had been passed, mandating designated waste collection companies to operate across the Municipality collecting household waste weekly, at a monthly fee of 100 cedis. He assured participants that measures have been put in place to ensure swift progress in waste collection. The MCE and his team addressed all other issues raised, reinforcing the Assembly’s commitment to transparent governance and proactive development planning. The engagement concluded with a renewed call for active citizen participation in local governance processes.
In a closing remark, Hon. Emmanuel Adotey Allotey commended participants for their active participation in the meeting urging them to work hand in hand with the Assembly.
